Overall Purpose of the Role
The Camp Manager is responsible for the overall coordination of humanitarian assistance and services at Nduta and Mtendeli Refugee camps in North-Western Tanzania. This entails building effective partnerships with a diverse range of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities in addition to staff supervision.


Responsibilities
• Responsible for supervision and management of camp based staff and DRC activities in the two refugee camps, including camp development, shelter construction/plot allocation, Coordination, information sharing and distributions.
• Ensure that adequate staffing is in place for the Camp Management activities including an appropriate gender balance within staff group. Ensure all staff are trained on the skills and values required.
• Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.
• Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
• Monitor and coordinate all activities of humanitarian partners in the camps to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors.
• Continually maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented.
• Seek to ensure that the camp population participates in decision-making processes and that camp coordination forums are representative and inclusive of refugees.
• See to it that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines.
• Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner.
• Adapt camp activities, as applicable, in close coordination with the protection manager, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee.
• Maintain an open dialogue with the camp population
• Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.
• Develop concept notes and/or proposals and budgets in close cooperation with the Grants and Area Manager.
• Facilitate/chair other coordination meetings related to the camp, in consultation with the Donor and MHA.
• Supervise implementation of the projects through monitoring and evaluation (quality control, monitoring objectives and indicators) according to the M&E system and contribute to the ongoing development of M&E tools for protection.
• Foster and participate in impact evaluation exercises as needed.
• Ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements.
• Ensure the use of qualitative and quantitative indicators and prepare accurate and timely reports on project progress.
• Ensure that timely and quality project narrative reports are provided on time according to donors’ requirement.
• Ensure regular field monitoring and develop relevant analysis
• Monitor financial commitments and expenditures against budgets.
• Ensure that the organization’s financial; logistics, and human resources policies and procedures are fully implemented in relation to all camp management staff.
• Implement projects in compliance with DRC and donor requirements when it comes to administration, finance and logistics

Qualifications:
• Advanced university degree in a related field preferably, Social science, Law and Political Science
• Training in CCCM, Protection Mainstreaming, CHS and Sphere standard are highly required.
• Proven ability to manage multi-disciplinary programs , coordinate logistic and manage a diverse staff group
• Minimum 5 years of humanitarian work in remote field locations preferably in East Africa and Great Lakes Region.
• Minimum of 2 years professional work experience in camp management ,community mobilization and distribution in a leadership position and solid understanding of camp dynamics
• Able to work with diverse teams both national and international staff as well as local government authorities, UN agencies and I/NGOs
• Strong interpersonal skills and demonstrated ability to establish effective relations with local staff and stakeholders
• Proven ability to work in remote field locations
• Ability to work under pressure , with minimum supervision
• Advanced computer skill
• Excellent analytical and communication skills

Languages:
• Excellent communication skill in English
• Kiswahili will be an added advantage

Conditions
Contract: One year contract. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates. This position is under employment Band NM. F2 on the DRC Expatriate salary scale available at www.drc.ngo
Availability: January 2020
Duty station: Kibondo, Tanzania. This position is non-accompanied
