Background Summary:
JGI has been supporting a community-led, integrated conservation and development effort known as TACARE in Western Tanzania, since 1994. Through the years multiple donors have worked with JGI to advance conservation and sustainable development in this region.
On November 05th, 2018, the Jane Goodall Institute (JGI) launched the Landscape Conservation in Western Tanzania (LCWT) project funded through a cooperative agreement with the United States Agency for International Development (USAID). The project is designed to address the primary threats to natural forest cover and the chimpanzee population in the Gombe Masito Ugalla (GMU) landscape. It aims to protect chimpanzee populations and their habitat in western Tanzania while improving household income from the sustainable use of natural resources and the establishment of microenterprises and private sector partnerships that reinforce conservation behaviors.
The project scope covers an area of 1,733,283 hectare, which is categorized into management zones that include protected areas (Gombe National Park, Tongwe East, the newly established Tongwe West Forest Reserves, the Masito Local Authority Forest Reserves, and national forest reserves/miombo woodlands) and includes 104 targeted villages in the landscape covering Kigoma, Uvinza, Mpanda and Tanganyika districts. Tanganyika and Mpanda districts host Mishamo and Katumba refugee settlements respectively – both of which are transitioning from refugee settlements into the formal Tanzanian villages.
Objectives of the consultancy:
The consultant will be responsible to review the products (recordings and notes) of a series of virtual planning meetings with LCWT staff to understand the communication needs, key messages, target audiences, and communication channels of the project.
• To understand the full scope of communication needs for the LCWT project through review of materials and consultation with Intermediate Result (IR) leads (activity managers).
• To document the communications needs in a comprehensive communications plan for the entire LCWT project that include priority messages for the project in general and for each IR specifically.
• To support the development of integrated messaging for each IR, so IR Leads can accurately convey and appropriately represent the messaging of other IRs with their target audiences. This is in support of the LCWT Integration Strategy.
• Draft tools needed to deliver key messages under each IR in English and Swahili.
• Train project staff on the use of the tools and how best to assess their effectiveness and adapt their use to changing conditions.
Required Qualifications:
Minimum undergraduate/bachelor’s degree in mass communications, marketing, or journalism (graduate/Master’s degree preferred)
Experience developing communication plans (including messages, tools, and assessment of effectiveness) for conservation and/or community development projects.
Fluent English and Swahili (spoken and written).
Deliverables:
The consultant will be required to produce:
▪ A comprehensive communications planning document outlining by IR goals, audiences, key messages, tools, communications opportunities and team roles and responsibilities.
▪ A messaging matrix that can be used as a tool by the IR leads and other stakeholders to support integrated messaging delivery across IRs.
▪ Training of project staff on how to use, assess and revise (if needed) communication materials/tools.
Level of Effort:
The consultant is expected to provide up to 40 days of effort to complete the deliverables. The consultancy will require participation in virtual meetings with staff in Tanzania.
